M23 rebels have been spotted in Bukavu’s center, confirming further territorial expansion backed by Rwanda. This escalation follows their control of Goma and raises concerns about the stability of South Kivu amid ongoing violence. Local reports confirm their presence as thousands flee the area, highlighting the urgency of crisis talks.
On Sunday, Rwandan-backed M23 rebels were reported in the center of Bukavu, the second-largest city in eastern Congo. This information came from a local official, a security source, and multiple eyewitnesses. M23 spokesperson Willy Ngoma confirmed their presence, stating, “we are there.” Additionally, one local official described the situation, saying, “I’m at home, and I can see with my own eyes the M23 entering our town.” The Congolese army has yet to comment on the matter.
The M23 rebel group has been advancing towards Bukavu since they seized control of Goma in late January. They first reached the outskirts of Bukavu in mid-February 2025, marking a significant escalation in their territorial control in eastern DRC. Having gained extensive territory since the beginning of their recent insurgency in 2022, the M23 continues to receive support from the Rwandan military.
If M23’s escalation into Bukavu is confirmed, it will signify a notable expansion in the region under their authority. The continued fighting in South Kivu persists ahead of impending crisis discussions meant to address the ongoing conflict. As thousands flee the region due to the encroaching threat of M23, the situation remains precarious in eastern DRC.
The situation in Bukavu highlights the growing influence of M23 rebels in eastern Congo, particularly following their control of Goma. The confirmed presence of M23 in the city raises concerns about regional stability and underscores the need for urgent crisis talks. The territorial gains of M23, alongside Rwandan support, pose a significant threat to security in the DRC.
