The Council expressed its strong support for UNSMIL, under the leadership of UN Special Representative Abdoulaye Bathily, who noted the political process is not meeting the aspirations of the Libyan people and announced a new mechanism to support upcoming elections. The Council encouraged leveraging the contributions of neighboring countries and regional organizations, particularly the African Union and the League of Arab States, toward achieving a peaceful resolution to the crisis.
Furthermore, the Security Council endorsed the UN’s support for the Libyan High National Elections Commission and called for a needs assessment mission to ensure transparent national elections. The Council stressed the necessity for security sector reform and the disarmament of armed groups, aiming to establish a unified, accountable, civilian-led security framework in Libya.
