The Philippines presented its Fourth Human Rights Plan (PHRP4) at the Human Rights Council, emphasizing inclusive governance and collaboration with civil society. The Plan aims to integrate human rights into national development, focusing on vulnerable populations. It aligns with international treaties and reinforces the Philippines’ commitment to human rights promotion amidst ongoing global discussions.
On 6 March 2025, the Philippines showcased its commitment to human rights during a panel discussion about the Fourth Philippine Human Rights Plan (PHRP4), held at the 58th Session of the Human Rights Council in Geneva. Undersecretary for Foreign Affairs Charles Jose emphasized that PHRP4 serves as a roadmap for integrating human rights into national development, focusing on protections for vulnerable groups.
Undersecretary Severo Catura highlighted that the PHRP4 was developed through a collaborative process involving 485 civil society organizations and over 500 grassroots stakeholders. The Plan encompasses eight vital chapters addressing civil and political rights, economic and social rights, gender equality, child rights, and protections for persons with disabilities among others, aligning with international human rights treaties.
The initiative fulfills one of the commitments made by the Philippine Government during the Universal Declaration of Human Rights’ 75th Anniversary in December 2023. Catura described it as a call for governance that prioritizes human rights and empowers marginalized communities.
Permanent Representative Carlos D. Sorreta confirmed the Philippines’ dedication to human rights, stating that the government would pursue external partnerships to implement the Plan effectively. Civil society representative Mr. Abner Manlapaz urged governments to foster stronger collaboration with civil society and maintain a shared responsibility for human rights advocacy.
The side event was organized by the Philippine Mission to the United Nations in Geneva and attracted various stakeholders, including state representatives and international organizations. It aligned with the country’s ongoing participation in the Human Rights Council, which convenes from 24 February to 4 April 2025.
