Rwanda’s government is encouraging the enrollment of children with disabilities in Early Childhood Development centers. Minister Patrice Mugenzi highlighted efforts to improve care and access, address parental hesitance, and increase awareness through community health workers. Challenges remain, including the provision of mobility aids, but new ECD centers will adhere to accessibility regulations.
The government of Rwanda aims to enhance support for children with disabilities by encouraging their enrollment in Early Childhood Development (ECD) centers. Patrice Mugenzi, the Minister of Local Government, made this announcement on March 12 while presenting to the Parliamentary Committee on Governance and Gender Affairs. The 2023/24 report from the Rwanda Governance Board (RGB) highlighted that inadequate care for children with disabilities, currently above 6 percent, is a significant concern.
Mugenzi mentioned ongoing initiatives to improve access to ECD centers for these children, including a revelation that many parents often do not recognize their child’s disabilities, hindering support efforts. A nationwide assessment identified 561,620 individuals with disabilities, facilitating data-sharing with partners to promote awareness and encourage parental enrollment in ECD programs.
The Minister stressed the importance of community health workers and family support groups in aiding these children, stating that they are just like any other children deserving equal opportunities. Training programs have been implemented for community health workers and family caregivers to ensure that children with disabilities are incorporated into ECD programs.
Additionally, Mugenzi highlighted that parent support groups have been established to provide training to parents on caring for their children, including exercises for improving mobility. In the 2023/24 fiscal year, 450 orthoses and prostheses were distributed to children requiring mobility aids, though he acknowledged that there are still challenges with ensuring all those in need receive assistance. The Ministry is working on reviewing and prioritizing disability classifications in their plans.
