In a significant development, the Presidents of the Democratic Republic of Congo (DRC) and Rwanda, Félix Tshisekedi and Paul Kagame, have jointly called for an immediate ceasefire in eastern DRC following their discussions in Qatar. This is their first face-to-face meeting amid heightened conflict due to the M23 rebel group’s offensive, which has reportedly resulted in 7,000 fatalities since January. Vulnerability to the conflict remains, as the M23 rebels have previously refused to participate in peace dialogues, raising questions about their compliance with the ceasefire demand.
The DRC government has accused Rwanda of supplying arms to the M23 rebels and providing military support; however, Rwanda has consistently denied these allegations while asserting that its military actions are a response to threats from DRC forces and allied groups. Moreover, the DRC’s assertions include claims concerning Rwanda’s illegal extraction of mineral resources from eastern DRC, which Rwanda also contests.
Previous attempts at peace negotiations led by Angola disintegrated after Rwanda insisted on direct talks between the DRC and M23. Following this impasse, the M23 has rapidly gained strategic positions, capturing critical territories, including Goma and Bukavu, within the last two months.
According to a joint statement from Qatar’s foreign ministry, the leaders confirmed their commitment to an immediate and unconditional ceasefire; however, details regarding the enforcement or oversight of such a ceasefire were not disclosed. The statement emphasized the importance of continued discussions initiated in Doha for establishing a foundation for enduring peace.
The meeting, unexpected given their historically combative exchanges, was facilitated by Qatar’s Emir Sheikh Tamim bin Hamad Al Thani, who has been recognized as a strategic ally by both nations. Although Rwanda’s presidency underlined that direct negotiations with the M23 are essential to addressing the conflict’s underlying issues, the DRC expressed hope that these discussions would pave the way for lasting peace.
The recent calls for a ceasefire between the DRC and Rwanda represent a crucial step in addressing the ongoing conflict in eastern DRC, which has seen substantial loss of life and territorial gains by the M23 rebel group.
