Zelensky Announces New U.S. Proposal for Rare Earth Elements Agreement

Ukrainian President Volodymyr Zelensky announced the receipt of a proposal from the United States concerning a rare earth elements agreement. Ukrainian President Volodymyr Zelensky announced the receipt of a proposal from the United States regarding a rare earth elements agreement during a press conference in Kyiv. The draft agreement, delivered officially today, will be reviewed by relevant experts in Ukraine.

Zelensky emphasized his intention to approve a version of the agreement that aligns with Ukraine’s interests. He stated, “If there is a risky situation for us, I will, of course, share it with our people without any reservations.”

The President clarified that the agreement will not involve the acceptance of debt, asserting, “At least for now, we are talking about the past. If there is any possibility of new support packages, the United States is likely to impose certain conditions.”

Additionally, Zelensky discussed a recently reached agreement with the U.S. in Saudi Arabia, aimed at establishing a ceasefire with Russia in the Black Sea and concerning energy infrastructure. He underscored the necessity of a monitoring mechanism to ensure the agreement’s success.

He highlighted that this assessment was the first by the United States, noting that they will consult with Saudi Arabia, Turkey, and certain European nations regarding their readiness to conduct monitoring operations. However, he stated that Saudi Arabia lacks the capability to oversee ceasefire conditions relating to energy infrastructure, while recognizing Turkey’s potential role in monitoring Black Sea security.

Regarding Russian President Vladimir Putin’s proposition for a “temporary administration” in Kyiv for negotiations, Zelensky condemned it, asserting that such statements only serve to prolong the conflict. He accused Putin of trying to delay the negotiation process and obstruct progress towards ending the war.

Since February 24, 2022, Russia has engaged in a military invasion of Ukraine, demanding the cessation of its intentions to join Western military alliances, which Ukraine views as interference in its sovereign affairs.
