Kyrgyzstan Takes Bold Steps to Enhance Climate Resilience and Disaster Preparedness

Kyrgyzstan hosted an International Conference focused on improving climate resilience and disaster forecasting. The event emphasized the necessity of advanced monitoring systems due to increasing climate change impacts. A resolution was adopted to develop a National Strategy for early warning systems, supported by UNDP and international partners to enhance community safety and preparedness.

On April 11, 2025, the Ministry of Emergency Situations of the Kyrgyz Republic, in collaboration with prominent international organizations, hosted an International Scientific and Practical Conference in Bishkek. This conference aimed to enhance the monitoring and forecasting of climate-related natural disasters, responding to the increasing urgency posed by climate change impacts, which have escalated the frequency and severity of disasters in the region.

In 2024, Kyrgyzstan experienced a record number of mudflows, exceeding historical data from the last thirty years, severely affecting local communities and infrastructure. The alarming rise in disaster intensity is largely attributed to climate change, environmental degradation, and swift urban expansion, highlighting the necessity for robust monitoring and early warning systems to mitigate risks.

The conference served as a collaborative platform, uniting government policymakers, scientists, practitioners, international organizations, and private sectors to formulate a Comprehensive Monitoring and Forecasting System. Minister of Emergency Situations, Boobek Ajikeev, underscored the pressing climate vulnerabilities in mountainous regions, advocating for coordinated and immediate actions to address glacier melt and changing precipitation patterns.

A wide array of advanced technologies was discussed to enhance forecasting and community readiness. Notable innovations included AI-driven analytics and predictive hydrometeorological models, with contributions from experts across several countries emphasizing the significance of cross-border cooperation in managing disaster risks.

At the conference’s conclusion, a Resolution Document was adopted, committing to the formulation of a National Strategy for a Multi-Level Early Warning System for Disasters. This strategy encompasses the integration of AI platforms and sustainable financing mechanisms, alongside engaging international financial institutions for bolstering disaster resilience.

The United Nations Development Programme (UNDP) is pivotal in advancing these initiatives, facilitating disaster risk management and mitigation supported by the Kyrgyz Government. Their diversified interventions include modernizing the hydrometeorological service and reinforcing local capacities for informed decision-making regarding disaster risks. UNDP’s initiatives also incorporate community-based disaster preparedness in high-risk regions.

Alexandra Solovieva, UNDP Resident Representative in Kyrgyzstan, expressed gratitude for the strategic support from various international partners, stating, “Their support contributes to improve the safety and resilience of communities across Kyrgyzstan.” The event concluded with discussions focused on adapting global best practices to build inclusive early warning systems for vulnerable populations.
