The envoy’s assertion came during an interview with UN News’s Arabic service in New York, highlighting the need for a political resolution that addresses the core issues igniting the violence, which has led to the largest humanitarian crisis in the world.
Since the outbreak of hostilities in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), the situation has deteriorated alarmingly. Tragically, more than 12 million individuals have been displaced, either moving internally or fleeing across borders. Currently, famine has been confirmed in ten areas, with another 17 regions on the brink of starvation. Lamamra emphasized the urgency of prioritizing civilian protection, including a plea for a cessation of hostilities coinciding with the upcoming Holy Month of Ramadan.
The envoy urged Sudanese leaders to reflect on historical lessons, emphasizing that peace efforts must not only respect but also promote the nation’s independence and unity. He maintained that the people of Sudan should have the ultimate authority determining their future directions. “I believe that this is fundamental and indisputable,” he asserted, stressing sustained international involvement in ensuring a united Sudan.
Commenting on the recent Nairobi Declaration, where political and military factions declared intentions for governing in RSF-controlled areas, Lamamra expressed concern. He noted such actions might deepen divisions rather than foster unity. He referenced the Port Sudan roadmap presented earlier this year, which the UN Secretary-General welcomes and encourages Sudanese people to contribute to, aiming to ignite discussions about rebuilding a fractured state.
The envoy called upon the international community to play a proactive role in supporting peace-making efforts in Sudan, underscoring the necessity for comprehensive understanding of the crisis. Mr. Lamamra highlighted that, “resolving the crisis in Sudan, ending the war, and alleviating citizens’ suffering are interconnected goals.” He insisted that initiatives should align, creating a cohesive effort toward dialogue.

He acknowledged the election of Mahmoud Ali Youssef as AU Commission Chairperson as an encouraging step for ongoing peace efforts.
Revisiting the Jeddah Declaration signed almost two years ago by warring factions, which aimed to ensure civilian protection and humanitarian access, Lamamra described it as a “promising and positive document.” He pointed out the necessity for immediate preparatory technical talks to facilitate its implementation.
In closing, Lamamra shared a heartfelt message for the Sudanese people during Ramadan, promoting ideals of freedom and peaceful coexistence.
