This statement followed communication from a Congolese senator proposing a minerals-for-security arrangement amidst ongoing conflict with Rwanda-backed M23 rebels in the region. The DRC is notably rich in essential minerals such as cobalt, lithium, and uranium, which are vital for advanced technologies.
A State Department spokesperson mentioned that discussions could be aligned with the Trump Administration’s “America First Agenda,” underscoring that Congo holds a significant share of critical minerals. The U.S. aims to enhance private sector investment in the DRC to responsibly develop its mining sector.
The Congolese government, aiming to diversify its partnerships, has not publicly outlined a specific proposal. Congolese spokesman Patrick Muyaya indicated that there are ongoing discussions and that American investors will find opportunities in the DRC’s mineral reserves. Additionally, Andre Wameso, a senior official, previously visited Washington to explore partnership discussions.
Notably, a lobbyist representing Congolese Senator Pierre Kanda Kalambayi reached out to U.S. officials to promote U.S. investment in DRC’s mineral resources in exchange for enhancing regional stability. However, this initiative lacked official approval from the Congolese government. Recent communications suggested that more initiatives were developing, even though one meeting with the House Foreign Affairs Committee was canceled unexpectedly.
